Do US military families need to Abmelden (deregister) when leaving Germany?

Probably not. Most SOFA families never register in Germany in the first place, so there is nothing to Abmelden when they leave. Deregistration only applies if you actually signed up at a German Rathaus, which SOFA status lets you skip.
What Abmeldung is
Abmeldung is the German step of deregistering your home address at the local Rathaus when you move away. It is the exit side of Anmeldung, the registration Germans do when they move in. It closes your address in the German system and stops things tied to it, like the Rundfunkbeitrag broadcasting fee.
Why most SOFA families skip it
Article 6 of the NATO SOFA exempts US military members, DoD civilians, contractors, and their command-sponsored families from Anmeldung. If you followed that and never registered, you were never in the German address system, so there is nothing to close when you PCS out. No Rathaus visit and no form to file. For anyone living on base or in SOFA-status housing, this is almost always the case.
The one case where you should Abmelden
If you did register at a Rathaus (some families do it by mistake, or because a landlord asked), then you are in the German system and should deregister before you leave. That stops the Rundfunkbeitrag and any address-linked tax or mail from following you after you are gone. Go in person or by mail to the Rathaus where you registered, and keep the confirmation slip (Abmeldebescheinigung). If you are not sure whether you ever registered, your legal office can check for you.
